Coat the chicken breasts with the onion powder, garlic powder, and parsley, dried thyme, and dried rosemary.
Season the chicken generously with the salt and pepper.
Heat 1 tablespoon of the oil in a large pan or skillet over medium-high heat.
Cook the chicken breasts until they are no longer pink inside and cooked through at 165 degrees F internally, about 5 minutes each side, depending on thickness.
Transfer the chicken to a plate, and set aside.
In the same pan or skillet, heat the remaining 2 teaspoons of the olive oil.
Sauté the garlic for about 1 minute.
Stir in the milk or cream.
Season the milk mixture with salt and pepper, to taste.
Bring the mixture to a boil.
Add the cornstarch mixture to the center of the pan, quickly stirring until the sauce has thickened slightly.
Reduce the heat and simmer gently for 1 minute to allow the sauce to thicken more.
Return the chicken to the skillet and heat through.
Serve immediately.
