Preheat the oven to 350 degrees F.
In a large skillet over medium-high heat, add the ground beef, red bell pepper, and onion and cook until browned, about 6-8 minutes.
Drain the fat from the skillet.
Add the marinara and pepperoni to the skillet, stirring to combine.
Pour the mixture into a 9x13-inch baking dish.
Top the mixture with the mozzarella cheese.
Separate the dough.
Place the biscuits evenly on top of the cheese.
Bake until the biscuits are golden brown and cooked through, for about 25-30 minutes. Check the casserole halfway through its baking time; if the biscuits are browning too quickly, cover the dish with foil and continue to bake until the end of its cooking time.
Serve hot.
