Preheat the oven to 400 degrees F.
Grease a 9x13-inch baking dish.
Place the chicken breasts into the prepared baking dish.
Spread 1 tablespoon butter over the top of the chicken.
Season the chicken with salt and pepper.
Bake the chicken until the internal temperature is 155 degrees F, about 20 minutes.
As the chicken roasts, melt the remaining butter in a small saucepan over medium heat.
Add the shallots and garlic to the saucepan and sauté until the garlic is fragrant and the shallots have begun to soften, for about 2 minutes.
Add the flour and cook until the raw flour smell dissipates and a nutty fragrance begins to emerge, for about 2-3 minutes.
Slowly whisk in the milk while raising the heat to medium-high until the sauce thickens and slightly bubbles.
Stir in the mustard, cheddar cheese, and 1/4 cup parmesan cheese, whisking until the cheese is melted and smooth.
Season with cayenne and kosher salt.
Remove the chicken breasts from the oven and raise the oven temperature to 475 degrees F.
Pour the sauce over the chicken.
Sprinkle the chicken with the breadcrumbs and the remaining parmesan cheese.
Bake the chicken until it reaches 165 degrees F in its thickest part and the tops of the chicken and the sauce are golden brown, about 5-10 minutes.
Garnish the chicken with parsley and serve!
