Preheat the oven to 390 degrees F.
Place the white rice, chicken stock, soy sauce, Chinese cooking wine, garlic, frozen vegetables, and white pepper in a 9x13-inch baking dish and stir, spreading the rice evenly throughout the pan.
Scatter the bacon on top of the rice.
Cover the baking dish with foil and bake for 40 minutes.
Remove the foil and bake until the bacon has darkened in color, the liquid is absorbed, and the rice is cooked but still appears wet.
Transfer the baking dish from the oven and let it rest loosely covered with foil for 10 minutes.
Add the sliced green onion and sesame oil.
Fluff the rice and serve!
