Heat a skillet over medium-high heat.
Add in the ground beef and cook until the beef is no longer pink, about 5-6 minutes.
In a small mixing bowl, add together the salt, the paprika, the garlic salt, the onion powder, the black pepper, and the red pepper, mixing until well combined.
Sprinkle the spice mixture over the ground beef, stirring to make sure the spices are evenly incorporated.
In a medium-sized mixing bowl, add the beef broth, milk, and cornstarch, mixing it with a whisk until smooth.
Pour the beef broth mixture into the same skillet as the ground beef, mixing to incorporate it completely.
Bring the mixture to a boil, stirring every once in a while until it has thickened, about 2-3 minutes.
Add in the cooked pasta and the shredded cheddar cheese.
Sprinkle with the freshly chopped parsley and serve.
