Preheat the oven to 400 degrees F.
Cook the pasta according to package directions until al dente.
Drain the pasta and set it aside.
In a Dutch oven, brown the ground beef over medium-high heat until cooked, about 5 minutes. Break up any clumps while cooking.
Transfer the beef to a plate and drain the Dutch oven of fat.
In the same pot, saute the onions and garlic oil until fragrant, about 2 minutes.
Add in the cooked beef, tomatoes, chili beans, and chili seasoning.
Season with salt and pepper to taste.
Reduce the heat to medium and simmer the mixture for 5 minutes.
Add the cooked pasta and 1 cup of the cheddar cheese to the chili. Mix well.
Transfer the mixture to a 9x13-inch casserole dish.
Top with the remaining 1 cup of the cheese.
Bake until the cheese has melted, about 10 minutes.
Serve hot!
