Heat the oil in a large pot over high heat.
Add in the chicken and cook until there is no pink visible, about 5-6 minutes.
Transfer the chicken from the pot.
Add in the bell peppers and onion, cooking until the onion is translucent and soft, about 6 minutes.
Add the chicken breasts back into the pot.
Season with the salt, pepper, chili powder, cumin, and garlic powder. Stir the mixture until everything is evenly coated, about 30 seconds.
Add in the milk and penne, stirring it constantly to prevent any pasta from sticking to the bottom.
Cook until the pasta is completely cooked, the milk has been reduced to a thick sauce that coats the pasta, and the chicken is cooked through at 165 degrees F, about 20 minutes.
Add in the cheese and mix until it is melted.
Remove the pot from the heat.
Serve.
